CCSF

Cambodia MapCambodian Community Savings Federation (CCSF) started as the Small Economic Activity Development project of CARE Cambodia, financially supported by AusAid through CARE Australia in 1998. It transformed into CCSF in 2003 and has approximately 13 years of experience as a provider of microfinance services. CCSF works in partnership with 31 credit unions, which have in turn more than thirty thousand individual members spread across almost 500 villages in the provinces of Battambang and Banteay Meanchey in northwest Cambodia. Each institution has many more savers than borrowers. CCSF is registered with the Ministry of the Interior of the Royal Government of Cambodia as a local non governmental organisation and with the National Bank of Cambodia as a rural microfinance provider.

Primarily, it provides loans to the credit unions and these are accompanied by technical assistance and advice. The members of unions are mostly microentrepreneurs engaged in small-scale commerce and trade as well as agricultural and livestock production. Many are rice-growing farmers. Around 10% of its overall portfolio is direct lending to small and medium enterprises in urban areas of Battambang and Banteay Manchey provinces.

As part of the lendwithcare project, CCSF has selected three credit and savings unions. They are located a few kilometres outside the city of Battambang. The first, Khum Chrey, employs 15 full time staff and has around 700 borrowers and three thousand savers; the second, Ek Phnom, employs 14 full time staff and has around 700 borrowers; it has almost four thousand savers; while the third  Takream has around 400 borrowers and 1300 savers.
